Program Compatibility Assistant

Hello;
I'm running a program on Windows Vista build 5308. What causes my program's icon to have a superimposed Shield on it? Also, what induces Vista to display the Program Compatibility Assistant and state that "Windows detected this program did not install correctly"?
My program includes a manifest resource. If I remove the manifest, I don't get these errors.

The shield means, it requires that you allow it to execute under User Account Access.
